Is "fixup core: add TVOSDirectory so we can get to home userdata xml files" back in since that wasn't the problem afterall?

Oops. It seems as though the pause and wait for resolution change when starting a video isn't working.

edit: weird. I rebooted the ATV4k and the pause seems to be working again.

displayModeSwitchInProgress == YES,
CDVDMsg::GENERAL_PAUSE is a msg send to pause playback.

but, there is a weirdness to the frame rate changing pause. for example, change deinterlacer and detected framerate changes (for example from 29.97 to 59.94). MrMC pauses at that moment. But, framerate output over HDMI doesn't change. So, does it really need to pause?

core has no direct control over changing the display rate/range, it's a request and core does not know refresh did not change until way after where player needs to be paused.
